When Opposition members returned, they raised slogans in the Well of the House. Amid the uproar, both Bills were passed through a voice vote.

The House also cleared the National Anti-Doping (Amendment) Bill, 2025, and the National Sports Governance Bill, 2025, in similar circumstances. These sports-related Bills were introduced when Opposition members were not present, with only two MPs speaking in their support before they were passed by voice vote.

Union Minister for Youth Affairs and Sports Mansukh Mandaviya said the Bills mark an important step towards strengthening sports governance, transparency, and accountability — a crucial move as India prepares to bid for the Olympics.

Earlier in the day, proceedings were disrupted as Opposition MPs raised slogans and displayed placards. Speaker Om Birla attempted to conduct Question Hour for around 10 minutes before accusing the Opposition of systematically obstructing House business for 14 days, calling it a violation of parliamentary rules and democratic norms.

Parliamentary Affairs Minister Kiren Rijiju, addressing reporters in the Parliament complex, criticised the Congress-led Opposition for repeated disruptions, asserting that the government will move ahead with passing key Bills in both Houses. He said the government is willing to hold discussions but will not allow Parliament’s time to be wasted on one issue repeatedly.

Rijiju listed the Income-Tax Bill, National Sports Governance Bill, Merchant Shipping Bill, National Anti-Doping (Amendment) Bill, and the Manipur Goods and Services Tax (Amendment) Bill among the government’s legislative priorities in the coming days.
