In a decisive move signaling a dual commitment to industrial advancement and social equity, the Assam State Cabinet, chaired by Chief Minister Himanta Biswa Sarma, has approved a landmark package of legislative and policy reforms. The core focus areas include the ambitious Assam MRO Policy 2025, designed to establish the state as the aviation hub of the Northeast, and a comprehensive strengthening of the education regulatory framework. These approvals set the stage for major legislative action during the upcoming Winter Session of the Assam Legislative Assembly.
The new Maintenance, Repair, and Overhaul (MRO) Policy of Assam, 2025, is the centerpiece of the state’s industrial vision. This policy is explicitly designed to position Assam as the leading Aviation MRO Hub Northeast by the year 2030, targeting both civil and defense aviation sectors. The strategic goal is to attract cumulative investments of around ₹1,500 crore and generate over 1,000 skilled jobs within the next five years through the establishment of at least three world-class MRO facilities. This focus on aviation infrastructure acknowledges Assam’s geographical advantage and aims to localize a critical, high-tech service sector previously dominated by centers outside the region.
To further accelerate this and other large-scale industrial projects, the Cabinet approved the formation of a High-Powered Investment Committee, to be headed by the Chief Minister. This body will serve as the apex mechanism for fast-tracking approvals, customizing incentives, and providing policy-level facilitation for high-value investments exceeding ₹10,000 crore.
On the educational front, the reforms are extensive and aim directly at promoting equity and affordability. The Cabinet approved the Assam Non-Government Educational Institutions (Regulation of Fees) (Amendment) Bill, 2025. This crucial amendment is intended to curb arbitrary charges by private institutions by strengthening the private school fee regulation, fee fixation, and periodic renewal for all non-government educational institutions, including those established and managed by minority communities under Article 30(1) of the Constitution. This move ensures that all private entities operate within a fair and regulated structure, protecting the interests of students and parents.
